The list of Europa Universalis IV: Emperor new features is quite good looking. The first and most prominent one is the new and powerful Pope. The Emperor DLC allows you to appoint cardinals, gather tithes, and publish Papal Bills. All of which is used to sway the Catholic followers to your side.
Furthermore, the Holy Roman Empire system has been revamped. Now it includes dealing with imperial incidents, big and small, that challenge royal power. If you don’t want the revolutionists to achieve their goal of creating a decentralised confederation you will have to intervene in time.
And speaking of revolutions, they’re getting a major rework as well in EU4: Emperor. The spirit of revolution is high and is taking the world by storm. It is your job to control it, whether by force or giving in to revolutionist’s demands.
Finally, EU4: Emperor adds over 20 new unique mission trees for the European nations. They involve everything from quenching rebellions, conquering new lands, and swaying the Catholic people to your side. Basically, there is something for everyone in there!
